Provision of 20 kilolitres of free water supply for every household in Delhi - What are the major challenges to achieve this vision?

The new government in Delhi has a vision of supply 20 kilolitres of water for every household in Delhi. In the water starved city what are the main challenges to achieve this vision? Will correction of piped water loss, rain water harvesting and revival of the Yamuna be solutions achievable? What are the other major challenges?

  1. Again I have some confusion in my mind 20 kiloliters water to every household, it is daily supply or monthly??? If think daily and average family members in house are five( 5 suppose) every day 4000 litre one person will get water, but as per standard requirement it is too much !!!!!!!!!!!!!!! If monthly 20k then 5 member family getting 13.35 litres water per person per day which is too less!!!!!!!!!! So first decide comming out from political speeches by conducting meeting with Delhi authority, If yourself calculate as I have done you will surprise, on what base politicians/officers/people are delivering lectures about 20 kilo water(but not in terms of rate)!!!!!!!!!!!!!

Madam, two three things are to be very important to point out, 1) Yamuna water before supply should be filtered for algae and chlorinated 2) require huge power because 20 km distance supply line require to much pressure in pipe line, which require high pressure bearing pipe and we have to face large head loss. or if design engineers team have experience may think for over head pipe system design which reduce excavation cost and laying /repairing in heavy traffic area can be avoided( not easy design but can be done) 4) Roof water harvesting is costly under ground tank can be constructed by people participation may reduce demand by aprox. 10% , the store water can be used for cooking only, in our study at Junagadh Gujarat 225 Rs. cost goes per cu.m of storage tank which may more in Delhi. 5) Some old very good functioning part of supply lines should be kept as it is and most of old and shallow buried pipe should be replace by new one. In supply line two factors are main diameter of pipe should not be under size which create huge power loss and over size take huge installation amount, so there should be design compromise, and continuous length may not be advisable 20 km, should be split out., 6) I suggest over head pipe line suppy in combination with under ground pipe line may be new approach as well as good control for leakages can easily observe(leakage) and easy for maintenance against few drawbacks

Many things may be needed simultaneously to start with : (for planners and implementers) Make a devoted team, know your source and demand points [documentation of immediate water availability (storage/distribution point source and delivery points) survey-- existing data can be reassured], know the pipe lines that covey water to the delivery points [ existing data can be reassured----document leakages occurring in those lines, charted steps to stop/reduce leakages followed by detailed water audit. work out schedule of daily supply timings -- start supply..... ..........

  4. • The vision of Government is extremely good. But the mission should be explained as how the proposed supply of 20 KL to every house hold will be maintained? • Whether the water auditing study towards source sustainability has been made? • How the operational and management cost for such free water supply will be accounted? • As of now Water is a precious commodity? Anything given free will be misused/wasted for sure. • Surface Rainwater harvesting in tanks and ponds will help/ But is there such space availability in and around Delhi? • The theme of Rejuvenation/revival of Yamuna river has been an age old saying but Nothing concrete has been evolved yet. • In short, the community should not be misguided or should not be injected with a dependency syndrome. Rather, the community can be taught with consciousness towards the judicious water management.

    1. You have raised very valid points Sir. As water experts these point wise agenda is what we can share with the government to help them achieve their vision. Unless these points raised are answered it will remain a dream and not become a sustainable reality.

  5. this vision of government is very good but only on paper and only for vote, the government just write on document that we will give 20 kilo litre free water to every household in delhi... but No government tell how they will give 20 kl free water to every household.I am not saying gov. are not able to give they can fulfill water demand. Like swachh bharat mission, government should also start one mission on maximum use of natural resources. government should write details of how they will give 20 lit of water (just for example , it is all vision ) rather than just write in one sentence. Benefit of by writing details is that common people get some idea , how we can use natural water and understand the value of water .In sort government needs to focus on education , if all people educated than all problem will solve .

  6. vision of new government in delhi is good but before implementation re water audit is mandatory of water resource,water quality, water treatment, stp, etp and water for agriculture, rain water harvesting and water for industries and water for fire hydrent system.water supply 24x7 and high tech water distribution. and water storage.

  7. The poor people have little money. If free water is provided upto the limit of 2000 lt and rest on normal rates, it will help poor people. The rich people or people with criminal background either have no meter and pay minimum charge or their meters are out of order, to enable them to pay minimum charge. The rich people must be charged higher rates.

    1. For sure the idea seems to be genuinely a big relief for the poor people who have no access to water supply at their homes. However, the issue is about sufficient water availability in a water starved state like Delhi. I was just wondering what are the changes to be made to the existing water infrastructure to prevent losses or how effective would other options of rain water harvesting and revival of Yamuna would work.   8. Vidhya Some elaboration on the proposal to give 20000 liters of free water to each household is required. Is it per year or month? Is it only for low income group or for all. There is no actual proposal yet however it is discussed in the manifesto of the new elected state government in Delhi http://timesofindia.indiatmes.com/AAP-Manifesto/photo/46075319.cms The idea is to give 20 kilo litres of free water to every household in Delhi every month (almost 700 litres every day) with metered connections and usage of more than this free water supplied shall be charged.
