Coal, wood and other materials can be converted to oil and natural gas by a version of non-catalytic thermal depolymerization.  Water is produced not consumed. The oil and gas can be used in internal combustion engines or combustion turbines to produce electricity and by-product heat.  Depending on the PPA available, the system can pay for itself in about 3 years.
