This article talks of two issues and I am commenting on the first one about dumping of garbage near Bhandewadi. What is reported is expected to be true. I have used word expected since it depends on surface drainage pattern and ground water flow and diffusion. In any case, water contamination is not acceptable for any village. Now the alternate suggested is not viable and actionable. Major part of Nagpur distinct has Basaltic terrain and the rock is mined for various purposes, The Basalt formation serves as an aquifer and water is mostly available under water table condition. The stone quarries creates big bowls and those can be best used for storing rainwater which adds into ground water recharge which otherwise goes as runoff. Use of these abandoned quarries for garbage dump is like diverting problem from Bhandewadi to another wadi (locality). So, this is not a solution. It lies in proper "Solid Waste Management" .
