Mr. Jain,according to our Constitutional Scheme,inter-State Rivers And River Valleys comes under Union List and Ground Water ,Hydropower,Irrigation,Water Supply are under purview of State List.Under article.262 of the Constitution,sharing of water is decided by A Resolution Mechanism other than any Court of Law.Inter-State Water Dispute Act-1956 is Drafted for that purpose specifically.
