KEY QUALIFICATIONS:

 

Mr. Martinez has been involved in many aspects of hydroelectric and water resources engineering for more than 25 years.  It includes development of five world-class large dam projects on the Caroni River and several small dam projects in Venezuela. After participating in the development of the Caroni River projects, Mr. Martinez has accumulated an enormous wealth of advanced knowledge and experience through interactions with many international specialists and consulting engineers and acquired state-of-the-art technology in hydro and water-resources engineering. In 2003, he completed a M.S. graduate study program at the Iowa Institute of Hydraulic Research (IIHR) of the University of Iowa with emphasis on environmental hydraulics. Mr. Martinez’s involvement in the Caroni River project ranges from initial planning and basic engineering (including development of dam safety programs) to construction and commissioning of the projects. He has conducted various hydraulic design studies using hydraulic and hydrologic system simulation and design software and modern physical hydraulic modeling techniques. Mr. Martinez has published about twenty technical papers on subjects on spillway design, reservoir studies, powerhouse tail-channel hydraulics, and physical and numerical model studies, etc. He was the co-editor of the proceedings of the 2006 International Symposium on Hydraulic Structures entitled “Recent developments on hydraulic structures – from hybrid modeling to operation and repairs.” 

EXPERIENCE:

 

Conducted hydraulic studies related to basic engineering, construction and commissioning for the projects located on the Caroni River in the eastern region of Venezuela such as Macagua (2,970 MW), Caruachi (2,160 MW); Tocoma (2,200 MW; in construction stage); Guri (10,000 MW) and Tayucay (2,450 MW; in planning stage). Carried out commissioning of several small hydro projects (< 1 MW) in Venezuela. (1990-present).

Carried out hydraulic design and evaluation studies for the following projects: Yacambu-Quibor irrigation project (10 m3, under construction), Vueltosa hydroelectric project (720 MW), Colorada hydroelectric project (500 MW, planning stage) and Masparro Hydroelectric project (36 MW). Those projects are located on Yacambu, Caparo, Doradas and Masparro rivers respectively, in Venezuela. (2007-2013). 

 As a member of a technical team, conducted dam safety studies and inspections for the Macagua Dam (2008); and Guri Dam (2010). It included performing dam failure studies; a risk assessment of the Macagua dam (2008); and conducted hydraulic analysis for the bottom-outlet structure of the Uribante-Caparo dam project (2009).

 

  Academic Research Activities:

 

 Participated in a research project related to the characterization of sedimentation process and scouring at bridge abutments and the associated wall effects. The study was conducted at the Iowa Institute of Hydraulic Research (IIHR) of the University of Iowa, Iowa City, U.S.A. (2001-2003).
