This Paper is all about my perception! WHETHER RESOURCE PLANNING, BE BASED; ON EXPECTED SUPPLY AVAILABLE OR TARGET DEMANDS? Use what is available. Don’t expect more. Do we have enough, what we want? Do we know? Yes, we should know and be aware of its availability before its use. Or else, later we know, after deciding what we need and implement and then try to search for it. This is dissatisfactory. Therefore, first determine, what is available and then be confined. Limit or lessen your target demands, if essential. In water resources system, first essentially estimate, the integrated multi-reservoirs’ expected various dependable multi-yields capability in space and time. Knowing what is available from them, and then plan your various water uses in an optimal manner, accordingly? Everybody talks of ‘Use your available water resources optimally in an integrated manner. Analyze and plan water resources of a river basin; at the levels of, each project, each sub-basin, and the basin’. Do we really understand it? What is that meant? Let us find. The problem is; large scale in space and time, multi-objective in nature, also needs conjunctive water use, and has multi-stakeholder orientation and what not, etc.? Needs, an optimal integrated water resources development planning! Can one do it and solve? How and in which way? Is it worth doing? YES, of course, and why not. The solution and the answers are achievable, but how! With lot of efforts, it is possible and needs expertise! See how? For analysis, first attempt optimization approach for preliminary screening purposes. Simulation is then worth recommended, and should always follow for finer screening later. Apply the Approximate Reservoir Yield Model first. This is a linear programming based optimization model for preliminary screening. The model produces reasonable reservoir designs with the release reliabilities near targets. It considers all the planning options, and screens out non-optimal solutions and pre-eliminates them, before simulation to proceed, and make the simulation attempt worth, purposeful, convenient and adaptable. Otherwise, the simulation is very time consuming, and is then a Herculean task and puts the analyst undetermined, guessing and indecisive, i.e., from where to begin with, in a tremendous difficult position? Then, there is no way left out, except first mandatorily forced to opt and go for pre-screening optimization modeling, to rescue and ease. Never adhere to unnecessary trial runs. Once, one renowned expert in the field of water resources, for one of the above model applications expressed, that ‘The model has ability to deal with all the water resources planning options. The results are interesting that means one would like to see them somewhere, so for us to progress as a profession.’ The stakeholder at the user hand (demand side) desire more water, by whatever means available, and are not much concerned of its availability or sufficiency; whereas, on the other hand the stakeholder at the source (supply side) are supposed to be bothering or are concerned. Therefore, it is for the latter to be cautious, being the managers, to take care. The availability (requirement) of water is supposed to be mandatory for all its users at all times, like the air for breathing. But, on the other part, making its availability (supply) to the user up to a great extent (in terms of its quantity, its distribution with respect to space and time) is the responsibility of a few concerned only. Therefore, make these model applications mandatory in true sense, for our water resources to develop. This is essential for their sustainability and survival in future perspective. Because, enough information about every reservoir’s expected behavior in the integrated reservoir system would be made available beforehand. That is, in respect of their individual serving capabilities at different times in various forms, resulting ultimately towards mankind’s benefit in future. One should act now! We shouldn’t keep them in abeyance. Don’t abandon them, but act now. Cascade of studies on real time applications are now available on various large trans-boundary river basin systems, on their integrated water resources developments, within the entire peninsular region. The stakeholders as planners should be abreast with the latest developments! We should go into deep and trace and explore and estimate and find out the current status of our water resources scenario. Then there is a point and benefit of running towards the prized topic of the global climate change and create its future impact scenario on the water resources. This paper emphasizes, that it would provide very detailed exhaustive and comprehensive information in various forms. Therefore, exploit the possibility of knowing from where, when, and how much water, and at what points of water uses; we have the resources available or are expected, to face the prevailing water crises in future, which are bound to worsen with time?
