A 21st Century Institutional Architecture for India’s Water Reforms

Report submitted by the Committee on Restructuring the CWC and CGWB

This report tries to suggest a way forward in which this change can be brought about. The report is the result of a vast consultative process, which included all relevant stakeholders of India’s water sector, from within and outside government.

  1. The issue starts with restructuring CWC and CGWB. Search on this issue shows that changes are resisted by CWC people. Till now, If we see the history for providing water to users' then if was a sole responsibility of government agencies. Those were few and had disconnect in terms of water resource estimation and utilisation, like irrigation (later on water resources), ground water, public health. Many  times the work was overlapping and the pattern was to work in silo.  

    Over a period things are improving as the resource scarcity is being felt.Now it is taken as a national property / resource and thus one agency to budget it. Projects are successful when users' are also involved. To put my point through I am narrating a old story. 

    King (government) decided to worship god on particular day. He suggested to contribute milk as per individual might (users /society). An arrangement was made to collect milk by providing a covered tank and funnel to pour milk. When opened on the day of worship the tank had only water since everybody thought that other will put milk. Need all stake holders (disconnect).

     RESULT - project failure. 

    Any change is resisted and that is simple physics. But for good, do it after enough deliberation. So, we need to REFORM.
