Pioneer work done by Rajasthan state of India for protection of water resources in Rajasthan

Rajasthan state of India, has done a pioneer work in the field of protection of water resources in Rajasthan. Replication of this work in India and elsewhere in the world, specially third world countries, will help to protect diminishing water resources in the world. The Rajasthan government has issued directions that all allotments made in the catchment area of water bodies in the Rajasthan state after enacting of Rajasthan Tenancy Act, 1955 in year 1955, shall be cancelled and constructions in such places be demolished. The directions were issued implementing the orders of the high court. Dear Er. Agrawal, Thanks for your good suggestions. The same policy is really required to save our water bodies and the catchments of the water bodies. I am working at Bhopal and have seen large scale encroachment in the vicinity of lake and forested catchment of lake that residential colonies/institutes/industries are allowed to develop, which are adversely affecting the water bodies.

Dear Mr Amarnath Dube, The Government of Rajasthan in compliance of judgements issued and monitored by the Rajasthan High Court has issued orders and has made the encroachments in catchment areas of the rivers & natural drainage channels and water bodies illegal with effect from year 1955. It is great. The government has requested the Revenue Board Ajmer to withdraw allotment order of lands of above category and roughly ten thousand court cases have been filed in the courts in Rajasthan as the revenue department and other departments have served notice to the encroachers. On 13 September 2013, a 9 story residential complex has been demolished by the government in Amani Shah ka Nalla. The encroachments all over Rajasthan are being removed steadily by the government. The speed may be slow, but the the work is continuously in progress all over Rajasthan. Now the legal and official protection has been provided to the catchment areas and water bodies from encrochers from back date effect of 60 years. It is a big below to the encroachers. This will help in the protection of rivers and their catchment areas, dams, ponds from encroachers. If this is replicated in other parts of India and in whole of the world, I am sure it will greatly help in protection of precious water resources in the world.

Mr. Agrawal is not fully informed, rather State is the major encroacher of rievers, river beds and water bodies. For confirmation check on Googel maps and find where the SEZ, Mahindra and RICO industrial areas are located. Dr. M. S. Rathore, CEDSJ

Mr Rathore, I think you are not fully aware of the subject. You may like to read the attachment at least at a glance before making any comment. I have worked for 36 years in Irrigation Department ( now called water resources department), Government of Rajasthan. You also have a long experience working with government. The major encroachers are influential people of the society, who are responsible for the welfare of the society, like politicians, businessman, industrialist, government officials, and the government. Do you know about the judgement dated 29 May 2012 by the the Rajasthan High Court, in SB Civil writ petition no. 11153 about the suo motu case of Ramgarh Dam . If you do not know, write to me at yagrawal@bsnl.in, I will send you. In this case the Rajasthan High Court decision was based on the report of the committee constituted by the Rajasthan Govt. on the advice of the Rajasthan High Court and I was the Chairperson of the committee. In Ramgargh Dam case, the judgement of the Rajasthan High Court is soly based on the recommendations of this committee. The concerning departments of the Govt. of Rajasthan have issued orders declaring the encroachment of catchment areas of river, ponds etc done after 1955 as illegal and referred more that 100 cases to Revenue Board Ajmer to cancel the allotments made by the Govt after enactment of Rajasthan Tenancy Act, 1955. This is very big step by the Government of Rajasthan. If the remaining states of India and Union Govt. and the world, follow these steps, I am sure beyond doubt, that it will bring landmark positive changes in the protection of water resources in the world.
