This issue is can be identical to those of highly developed countries like Europe where regulations ended up blocking the system.  There is nowhere a directive that leaves the door open to the invention in all the laws, standards and regulations of those countries. We talk endlessly of sustainable development, but we're going backwards all for ten years now.  Before the system was blocked, now we're back.
